Senior Insolvency and Regulatory Manager
This role is responsible for managing all insolvency-related regulatory casework to a consistently high standard, inspiring confidence in ICAEW and the accountancy profession.
Job Description
The Senior Insolvency and Regulatory Manager will be responsible for:
Managing a portfolio of insolvency casework and finding pragmatic solutions to problems;
Line managing 1.5 FTE staff whose work includes licence applications, cessations and renewals, monthly cover schedule submissions and other general insolvency queries;
Answering enquiries and providing information to insolvency practitioners, firms, members and ICAEW colleagues within area of technical knowledge;
Developing, implementing and maintaining effective systems and procedures to support insolvency casework;
Preparing work for consideration by the Insolvency Licensing Committee (ILC) and assisting the Committee Secretary to support and monitor the work of the ILC;
The role will also involve supporting the Director, Regulatory Policy with insolvency-specific regulatory policy matters, including:
Assisting with regulatory policy issues and changes related to insolvency;
Representing ICAEW's Professional Standards Department at regulatory meetings;
Liaising with the Insolvency Service on regulatory, policy and operational issues;
Project managing or providing input into responses to consultations issued by oversight regulators, government departments etc.
To be successful in this role, you will need:
A significant experience and knowledge of work conducted by ICAEW insolvency practitioners and firms;
A detailed understanding of all relevant UK insolvency legislation;
Knowledge of the ICAEW's Byelaws, Regulations and Code of Ethics;
Excellent oral and written communication skills;
Strong attention to detail and a capability to think innovatively;
Able to work independently as well as collaboratively within a team environment.
Key Responsibilities
Insolvency Casework:
Manage to resolution a portfolio of insolvency casework;
Assessing and approving new insolvency licence applications;
Reporting licence-holders to the ILC following an adverse monitoring visit;
Managing applications for the block transfer of a licence-holder's portfolio;
Assist in compiling the quarterly and annual data returns to the Insolvency Service;
Regulatory Policy
Assist the Director, Regulatory Policy on regulatory policy issues and changes related to insolvency;
Respond to policy questions and other insolvency queries raised by PSD staff, regulatory committees, oversight regulators and other professional bodies;
Represent ICAEW's PSD at regulatory meetings;
Liaise with the Insolvency Service on regulatory, policy and operational issues;
Project managing or providing input into response to consultations issued by oversight regulators, government departments etc.
Requirements
Significant experience and knowledge of work conducted by ICAEW insolvency practitioners and firms;
A detailed understanding of all relevant UK insolvency legislation;
Knowledge of the ICAEW's Byelaws, Regulations and Code of Ethics;
Able to analyse, understand and interpret complex information to make informed decisions based on the presented facts;
Excellent oral and written communication skills;
Strong attention to detail and a capability to think innovatively;
Able to work independently as well as collaboratively within a team environment.
