The UK government is moving to close loopholes in the Water (Special Measures) Act after failing water companies, including Thames Water, were able to continue paying executives millions through “retention” payments and offshore or parent-company arrangements, prompting ministers and Ofwat to tighten the definition of failure and restrict bonus payments across corporate groups.
