What's changed at the council that went 'bankrupt'?

A lot has changed in the year since Nottingham City Council confirmed that it was effectively bankrupt, including a sweeping set of cuts and changes to services, as well as lots of new faces including commissioners appointed by the Conservative government to help run the council.
